Is the chiller really included?
Yes. The manufacturer lists this model as supplied with a 1HP chiller. The Aurland offers the chiller as a paid option instead.
HDPE or stainless steel?
HDPE is a sealed polymer liner - lighter, forgiving and simple to wipe down. Stainless steel, as used in the Aurland and Isvik, is harder wearing and colder to the touch. Both are non-porous. It is a preference, not a ranking.

Why the Svalvik
The Svalvik is the complete one. A Canadian red cedar shell with a black HDPE interior, in an oval form for one to two people, supplied with a 1HP chiller rather than offering it as an extra.
That is the practical difference between this and the Aurland: the Aurland lets you decide about the chiller, the Svalvik has already decided. If you know you want cold water on demand, this is the shorter route.
